Bio
Emily Cohen-Henry is the Acting Assistant Deputy Minister of the System Planning and Partnerships
Division. Prior to this role, she served as Director of the System Planning and Partnerships Branch.
Emily has been instrumental in advancing long-term care improvements in Ontario, leading work
that requires systems thinking and cross-sector collaboration, such as expanding access to clinical
care, diagnostics, and innovative community supports for seniors.
She has held leadership roles across multiple areas of public policy in both Ontario and Nova
Scotia, including Cabinet Office, transportation, justice, and health.
Emily is committed to health equity and anti-racism, and she strives to foster inclusive,
collaborative leadership. She holds a Master of Arts in Political Science from the University of
Toronto and an Honours Bachelor of Arts from York University.
